The Supreme Legislation Committee in the Emirate of Dubai (SLC) is established pursuant to Decree No. (23) of 2014 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum (May Allah protect him), UAE Vice President and Prime Minister, in his capacity as Ruler of the Emirate of Dubai.
The establishment of the SLC comes in line with the Dubai Strategic Plan to regulate issuing and revising legislation in the Emirate of Dubai through adopting clear and effective procedures and methodology; developing the legislative process; improving legislation quality and efficiency; building a legal system that fulfills the aspirations and ambitions of Dubai; and ensuring that legislative provisions are consistent with the Constitution and with the federal and local legislation in force.
The establishing decree determines the functions and duties of the SLC, which include considering and revising, in terms of form and content, all draft regulatory legislation proposed by the government and by government entities; providing legal opinion and advice regarding legislation; preparing or approving draft legislation; proposing and recommending amendments and updates that must be made, from time to time, to the legislation in force in the Emirate of Dubai; and representing the Emirate of Dubai in committees formed to consider and draft federal legislation.

His Excellency Ahmad Saeed bin Meshar Al Muhairi holds the office of the Secretary General of the SLC. Supported by a whole team of professional employees, the SLC Secretary General strives to build on firm foundations for the success of the economic diversity policies and support of sustainable economic development in the Emirate of Dubai through creating an efficient legislative system conducive to achieving the goals of 'Dubai Plan 2021' to position Dubai as an international economic hub within the next few years.
