The Dubai Government Human Resources Department is the central government entity responsible for developing and regulating the human resources ecosystem across the Government of Dubai. The vision is to empower Dubai's Future Visions with Exceptional Talents and Competitive Expertise. Its mission is to empower the human resources sector by developing talent and advancing flexible and innovative systems and policies to enhance Dubai's competitiveness.
DGHR was established pursuant to Decree No. (31) of 2009 to lead the modernization of government human resources and strengthen the alignment between HR programs and initiatives and the strategic objectives and priorities of the Emirate. Its mandate includes managing and supporting strategic HR transformations through the development of the legal and regulatory framework for government human resources, modernizing HR applications and practices, and leading and planning national capacity-building initiatives, thereby contributing to enhancing government performance and achieving Dubai's future aspirations.
