The Community Development Authority is responsible for setting up and developing frameworks for social development in Dubai. It aims to attain the goals of the Dubai Strategic Plan 2015 and will, in cooperation with concerned bodies, raise the levels of social development in Dubai and enhance the role of nationals in society.

The CDA also undertakes to develop the basic structure necessary for its functioning, through setting up of necessary policies, restraints and standards pertaining to social services providers. Moreover, the CDA aspires to empower Dubai society members and residents, enable them to participate positively in the social development and provide them with a variety of social services.
